California declares state of emergency due to swine flu outbreak

California Governor Arnold Schwarzenegger has declared a state of emergency in his state over an outbreak of swine flu that has killed hundreds of people in Mexico.
As of today, there are 13 confirmed cases of swine flu in the state, none of which are fatal. However, officials are still looking at 2 deaths that may have possibly been caused by the virus.
I saw this report there that said that 1/3 of the world population may get swine flu at the current rate:

It sounds quite alarming. This may mean that we need to take it more seriously and consider more precautions.
